The Refugio Street Apartments was the first phase designed and built of the four phase Victoria Commons Master Redevelopment Plan for the San Antonio Housing Authority. This development was funded by a multitude of public sources including HOPE VI, HUD and TDHCA.

Each of the four phases of the 36 acre Masterplan was a colaborative design process combining the efforts of Lake Flato Architects and BGO Architects.
The design motif was based off the nearby context of the La Vallita district near the River Walk, that employs a simple composition of several small independent structures combined in linear fasion like additions with projecting balcony features consisting of thin structural profiles. The materials carry the integrity of hand made assemblies and the bright colors reflect the rich San Antonio cultural.
